Scientific Council
ICOS has brought together a panel of leading public security consultants combining expertise from policy, academic and operational fields in Brazil and across the globe. Chaired by the law enforcement officer and former Secretary General of Interpol (the International Criminal Police Organisation), Mr. Raymond Kendall, the Council serves as an international task team to address public security challenges. The Council draws on ICOS’s diverse portfolio on public security policy and unique research to provides local, national and international understandings. It offers advice and analysis to public security agencies, governmental bodies and multilateral policymaking organisations.
The Council is chaired by Raymond Kendall, the Secretary General of Interpol from 1985 -2000. Mr Kendall is intrinsically involved with the work of CEPS, for example recently representing the Centre as an international police expert at the International Association of Police Chief’s Annual South America meeting, in August 2008, and at The Public Security Institute of Catalonia, on the occasion of the 60th anniversary of the United Nations’ Declaration of Human Rights.
